Thunder not in Bowerstone Jail?

I have Fable: TLC for the PC, and I'm currently doing the Lady Grey questline. I've given her the gift, bought a house, and did the investigation (in that order) and now she wants me to fight Thunder in Bowerstone Jail. However, when I go there, it's empty. I've looked at a walkthrough that suggests Thunder should be there, but he isn't. Have I broken this quest somehow? What can I do to make Thunder appear?

your probably involved in a current mission that takes you beyond the hill, such as going to lychfield. if you complete that quest, return to the hill and he should appear

By Bowerstone Jail, the game means the next region going north from B/S North, not the little jail cell (you said it's empty, so I think you mean that) where the Archeaologist was. You may know that, but just in case I figured I'd post that, he should be on the bridge in the next region.
