Maybe, maybe not. I agree that cigarrettes (and cigars and whatever else) are WAY worse than alcohol, but on the other hand, alcohol has a much greater effect on your behavior. I.E., makes you more likely to do stupid ****. On the other hand, even though the drinking age is 21, dumbasses still drink. Which probably says something.
I'll go you one better. In the US, most people can get their learner's permit between fifteen and sixteen (in Maryland, 15 and 9 months). Takes roughly a year to get your actual license. Plenty of time for people to get used to driving.*
Unfortunately, like I said, if the dumbasses are going to drink, they drink.
*My favorite part? There's periodically talk of raising the driving age to 18, or even 21. Also of lowering the drinking age to 18.

Much better to space it out, so that when you do drink and drive you've at least got a few years of driving experiance under your belt.
