Twinblades' cleavers?

Do these even exist?

I read that in order to attain these you need the Hero of Albion tattoo before going into Twinblades' Tomb. Only it doesn't appear to be any of the tattoo shops, and there's very little information on the internet regarding this.

Any help would be greatly appreciated. Thank you!
