i dunno, try this: write you idea on a piece of toilet paper, use tree sap to glue it to a fosilised dinosaur turd, and then throw it thought their window. that should get their attention.
An email to game developers would probably be a better way to start. Companies like Namco, EA, Blizzard, etc. those types of places. If they tend to make the same type of game (period, RPG, MMO, FPS, etc) that you have in mind that would probably help.
But before you submit it to anyone, make sure you have a whole idea. Not just "you know it would be cool if you had this random thing with this, blah blah...." Have plot, details, characters, the whole nine, and be professional with it and they'll be more likely to at least take you seriously. Because all those companies get a lot of people coming to them with game ideas. Make yours the best and most complete as you possibly can, it will give you a bigger advantage.
