Villagers refuse to give relationship quests

Hey!

So my problem is that alot of villagers, even though their "neutral" bar is fully maxed, wont give me their relationship quest. It's bugging me out because I'm trying to do a weapon upgrade that requires me to do 30 quests. My morality is almost maxed out good and pretty much everyone likes me...

Anyone else having this problem?

Not had this before - that's odd. Is it just in one town or is it everywhere you go?

I only just noticed it in bowerstone market, havn't checked any other towns yet.

Try in another town - it could just be particular to Bowerstone market (all the complaining and difficult villagers seem to live there!)

It's the same in Bowerstone industrial. Some villagers just wont give me their relationship quest, no matter how many times I dance with 'em...
