There isn't much in the game that is essential to buy so I'd focus on buying every building in every town and getting all armor and weapons while your at it.

I generally never leave a shop keeper with goods to sell if I can help it.

You have to get everyone associated with the tavern killed. I haven't tried it with out getting a fine. You could spawn a rock troll in the tavern :lol:

Buy what he has in stock I think it's usually around 150 beer I don't know about the pie. Either way once you rent it out you can buy more. Just make sure you rent out the house where the bartender lives or he won't return. Alternatively you can not rent out any of the houses and no one will return.
