I think that might be a vintage shirt and vest combo, but I'm not sure, kinda hard to tell from the picture :S.

From the quest "Rescuing Charlie".

Wait till the hordes of hollowmen come and let Charlie die, or kill him yourself.Take his tophat, put it on, go outside and his grandmother will think you're Charlie and give you something else ;).

I only found at while posting that post ;).

To use it, highlight the text you want to mark as a spoiler, and click on the button with a lock on it (must be in advanced), and that'll put the spoiler window-thing around it.

Hope that helped :D.
