I doubt anyone will sell it to you for simple gold, you might have to trade something for it.
Or you can do what I did, and make a second char to get the hat, then trade it to yourself through a another person.

Well it looks like the most wanted items at the moment are the highroller coat and the Red Dragon. Try offering one of those.
