correct me if i'm wrong but In English there researching why the arura's ****-up our radio signals and what not.

I read a story about an aircraft carrier being purposely sunk to form an artificial reef (ship is sunk to provide something for the reef to naturally grow on), this is probably the same sort of idea. Or maybe a ship that sunk on its own. That, or ocean floor that is almost high enough to form an island. It looks like there are some buildings on it on stilts, probably weather monitoring systems or something like that.
