I have the Red Dragon, and yes you can buy the HRC, Regal Dye, and the Daichi for a Mill.

I can get the books fairly easily and fast, and as for the Hero Dolls yes you may borrow them for the achievement. Free of Charge, I don't charge for getting achievements.
