HAMMER ONLY becomes available after you help Barnum with his bridge and bandit problem, which can only be accesable after getting high enough renown. At the temple of light is where you'll find tha quest start.

ohh, sorry, nothing i can say or do to help, glitch most probably. Have you saved game then turned off the console and tried again or is this happen everytime you play?
