To my understanding: When a security guard is not present then a member of staff is permitted to request that you empty your pockets but only search you if you permit it. If it was a security guard that spoke to your brother then he was well within his rights to search your brother if he believes that your brother was acting suspiciously.
My advice: Obviously your brother wasn't stealing so he didn't do anything wrong, but the security guard didn't do anything wrong either. Guards will not stop a customer unless they are certain that person is thieving. If you would have been present at the time I would have recommended that you prove that your brother had not stolen from the shop, insist on speaking to the manager, be very understanding but also suggest that the manager consider giving your brother some form of credit towards your next purchase.
If it was a small mom-and-pop shop then it's likely they will fight to keep your custom and will grant you a one off discount on your next purchase. However, saying that, I can't think of many small shops that employ guards or using anything other than cameras to monitor their shops. I'm guessing your brother was shopping in a much more established shop? Probably one that is part of a chain? If so, the manager may still allow you a one-off discount but it's much less likely.
It really depends on how genuinely insulted and/or embarrassed you are and the store manager's discretion. The fact is: If no-one is in the wrong then neither party is legally obliged to do anything. However, if the security guard had stopped your brother on multiple occasions over the course of days or weeks and found no goods stolen then you might be able to pursue something and "do him" for harassment.

Good question! Crap answer: Depends.
It greatly depends on what keywords we're competing on. Currently we rank first for "Fable 3", "Fable Forum", "Fable Forums", "Fable 2 Forum", "Fable 2 Forums", "Fable 3 Forum", etc. We're not far off first spot for Fable 2 either but Lionhead has pretty much got that secured at the moment. We've still got Fable 3 covered though! And I want my number one spot for Devil May Cry back... dammit.
