Well, the UNSC spent the most on them, and had more time to develop them properly, so yea I would count on the II's over the III's. The III's were more of a last resort for the UNSC...they were getting completely crushed by the Covenant, and needed some kind of secret weapon, and they knew what a success the II's were, they boosted morale within the navy corps, and they(UNSC) knew the Covenant understood what the II's were capable of, so they then decided to make some more Spartans, hoping it would have the same effect the II's had. But, they didn't spend nearly as much time on the III's as with the II's, so there were alot of problems with them...it was pretty reckless.

player1 will be chief
player2 will be arbiter
who will be for 3 and 4?

hey...for all we know...during the story of Halo 3...maybe more spartans were trained during Halo 2 or something, and more come in Halo 3...just a guess

For fictional reasons, we decided to avoid Halo's slightly surreal compromise of two identical Master Chiefs and rather, use this opportunity to expand the Halo universe just a little bit. Player one will control the Master Chief, player two will control the Arbiter and players three and four will get the chance to control two brand new Elite characters.

As they used the term 'Brand New' id say they are working on 2 more characters who have no yet been introduced to the Halo Universe.
