No, and I'm glad for it! Having elemental effects on Rocket Launchers actually make them less effective in the end. See, Brick has the skill called Endowed which increases all explosive damage. Explosive is an elemental effect, too, and Rocket Launchers use this type by default.
A Rocket Launcher with Acid(for example) properties does no longer deal Explosive damage, obviously, and thus lose the bonus damage from Endowed. Until they change Endowed to increase all Rocket Launcher damage(as if they ever will ), it is much better to carry an elemental side-arm for weakening enemies and a non-elemental Rocket Launcher.
At least for Brick.
