It's in a cellar you can access in Bowerstone Old Quarter after you have collected 10 books for the Brightwall Academy.

Dude chesty is a chest brought to life by the soul of Myrtle, who was killed by her classmates, as told in the See The Future DLC. Her body was stuffed in a chest, which became Chesty, fueled by her hate and anger over being killed, or she mite have already been evil and thats why the kids killed her. He hosts a Tea Party at Myrtles house, and puts arsenic in the tea, killing all the guests. Darkwood has now flooded into Oakvale, as a result of Reavers deal with the Shadow Court. Nice theory though.
