You use it when you are adding rep points to someone for something:

Being Helpful
Agreeing with something
Answering questions
etc etc.

Click this button in someones post to add to their reputation points. (under Gamer Tag)

You have to click the button and approve of the post for it to work.

The Little Guy Just Symbolizes that you are GOING to give them rep.. it doesnt Automatically give them it..

Its like how we use to go [+ rep] it didnt actually give them rep it just showed that we were so they could know.. They've just modified it to a cool little guy holding up a sign.

And no it doesnt link your rep from here to your gamertag.

Same here, and that would be cool if it linked to xbox 360 but then we would only be able to rep someone once.
