You seriously thought that I was suggesting (seriously) we develop weather control as a way of fighting oil spills? Can I assume you're being sarcastic? Please tell me I can.

The Chinese tried that, dropping chemicals into clouds to make it rain and wash away oil spills. It didn't work.
