Theresa is a seer and as such, she used/uses the Spire to harness and magnify her abilities which she then used to see the future (also the title of the DLC). She probably still uses it for those very same reasons (among other things). I mean, she didn't have the ability to freeze time prior to Fable III so that definitely has something to do with the Spire.

It is the spire. In the beginning of the game, Theresa introduces herself as the "seer of the Spire" implying that it's still standing. Which it clearly is, as you can see from Driftwood.
