Solar flares happen all the time - but they experience periods of high and low every 11 years. This is normal - otherwise we'd be having apocolypses every 11 years. However, to add on top of that, the Sun has massive magnetic potential as well. This reaches it's peak every 22 years. So overall, this sort of thing happens about every 100 years, with varying intensity. (Such as the 1859 or whatever one).
The instance you're talking about was in 1989, and mainly affected Canada (lulz). To put just that in perspective, the American government thought the radiation caused by that was a soviet nuclear strike, and the one slotted for 2013 is much more direct at the Earth, and in a greater magnitude.
Well, the stellar magnetic force would in theory destroy most modern technologies, just like an EMP device. Anyway, any heat that this may cause can be bad for us, of course. But if it's just another disturbance in the force (Electromagnetic force, to be precise), we can do something to bring the damage to a minimum. By not using any electricity, the systems don't get screwed up. Or, just not that easily.
I'm not totally sure -Note: I said I didn't want to look it up and memorize it-, but not making use of electrical systems when a general version of this event takes place, can save us, that way. Use your computer, however, and it will most likely EXPLODE. Uhm, just sortof die. =|
