What the dickens is "that"?!

A local newspaper is running a contest where some guy got this...thing... in a bag of deep-frozen shrimps. The one who can properly identify the thing gets a couple of bucks. So... what the heck is this:

Looks like the tail and pelvis of some kind of lizard.

Yeah, it could be a wild Japanese sea creature, I'm serious. There are some weird stuff in japanese waters.

After much research, I've found that it is most likely an Alligatorfish, Aspidophoroides monopterygius. At first glance it looks like it is just a head and tail, giving it a serpent-like appearance. But if you look carefully you can see the fin tucked neatly against it's body which, when taken into account, makes it look a lot more like a fish.

Keep in mind that it's been processed together with the shrimp it was found in, so it is not going to look like those specimens. Also, we're talking Swedish Alligatorfish here! It's like yours... on steroids! They are apparently notrious for being found with frozen shrimps.
