I "think" Steve limited it to Supporter (as a perk) and Modder (for screen shots) usergroups only some time ago.

If you're using Windows XP, go Start > Control Panel. Switch to "classic view", and in the control panel, select "Speech". A small window will appear where you can select the type of voice you want (you'll probably only have Microsoft Sam), and you'll see a text field
where you can type something in, hit the "Preview" button and have your sentence spoken out to you with the voice you selected.
