i'm gonna take a stab at this, though i'll probably get schooled. i think chan is used more to refer to a younger girl while san is used to address a mature woman on equal ground.
by using chan you're acknowleging that it's a girl who is of a younger age, and all of "youthful" qualities that would imply.

example: jessica would be referred to with "chan" for being younger and without status, while you would be referred to with "san". i think there are some informal implications for someone referring to you as "chan" as well.... very informal.

Why would you be proven wrong when you're correct? I'll add onto it though, some older women in Japan prefer to be addressed as "chan" as it implies that they possess cuteness.

Like Cheez said, chan is used for those who are youthful and possess cuteness. -San didn't work out too well originally, so went with -chan instead which worked out much better I think. Plus, cuteness was a large part of the personality for Giki. I mean, didn't you find Giki-chan sooo cyoot???
