Well i cant really say what i mean beacuse i want to know what you think "Freedom" is but if you want i'd have to say, Both.

Freedom to me is being able to make your own decisions about everything. Not have someone tell you when you can or cant do anything. Just the ability to be able to do anything you want, when you want.

Is there any rules which relate to giving rep, say if you really respect a fellow member , because of his positive outlook on projectego.net and he is really helpfull can you give him rep not just because he found some info

I dunno - depends where you are. I don't live in a society of utter lawlessness therefore I have to yield to certain conditions and rules in order to not be arrested or hurt other people. Or whatever.
